A New Social Contract? Instagram Redraws the Rules for Teen Users

Instagram is attempting to establish a new social contract with its teenage users and their parents through its new PG-13 content system. The updated rules, announced by Meta, redraw the boundaries of what is acceptable and who is responsible for safety on the platform.

Under this new contract, Instagram takes on the responsibility of providing a safer “default” environment. The “13+” setting, with its automated filters for sensitive content, represents the platform’s commitment to a baseline level of protection for all users under 18.

In return, parents are given a more explicit role and responsibility. They hold the power to approve or deny their teen’s request for a less restricted experience, making them active partners in upholding the contract.

For teens, the contract means accepting a more limited experience in exchange for this enhanced safety. Their autonomy on the platform is reduced, with both the platform’s algorithms and their parents’ decisions shaping what they can see and do.

This redrawing of the rules comes after the old, unwritten contract was deemed a failure by critics, who argued the platform was not holding up its end of the bargain. Whether this new, more explicit social contract will be more successful will depend on its execution and the willingness of all parties to fulfill their roles.
